Local Law 97 Building Emission Law
In 2019, New York City enacted Local Law 97 (LL97) as part of the Climate Mobilization Act, aiming for carbon neutrality by 2050. This law sets carbon emission limits for the city’s largest buildings. Buildings that surpass these annual emission limits will incur a financial penalty of $268 per ton of CO2 equivalent over the limit, based on 2024 energy usage and emissions. Emissions are measured in tons of CO2 equivalent per square foot.
